COUNCIL MEETING DATES

BUYING/SELLING PROPERTY

Utilities–

          Seller – Have you informed the office of your last possession date?

          Buyer – Have you informed the office of your possession date?

Taxes – Are they paid?

Lawyers usually adjust tax amounts owing by each party and include this amount in the purchase/selling prices. They generally do not pay the outstanding tax amount to the Municipality. That is the responsibility of the current name(s) listed on the Land Title.

Change in ownership of buildings without the land (i.e. manufactured homes) must be reported to the Village Office with a copy of the bill of sale. (These transactions do not go through Land Titles).

TAX DUE DATES

Taxes for the Village of Linden are due on or before July 31 every year.

 A penalty of 8% shall be applied on August 1st for any outstanding current amount. Additional penalties of 4% are applied on October 1st on current amounts and 12% on January 1st for all outstanding amounts.

TAX INSTALLMENT PLAN

The Village has a Tax Installment Plan available. The plan divides the taxes into 12 equal installments from January to December. No tax penalties are applied as long as the payments are kept current. Contact the Village Office for more information. These installments can be made with postdated cheques or taken directly out of your bank account. Payments taken out of the bank account are withdrawn on the 1st of every month.

WATER/SEWER/GARBAGE RATES AND BILLING PERIODS

Water/Sewer/Garbage is billed every 2 months (January-February, March-April, May-June, July-August, September-October, November-December).   Billing is for previous 2 months usage. (e.g. use for July and August is billed August 30) and is due and payable when received by the addressee. Bills not paid by the 20th of the following month are assessed a 2.5% penalty and a shutoff notice is mailed. If you are a property owner and this bill remains unpaid the outstanding amount may be applied to your tax account. Owners on the tax installment payment plan would then be in arrears and liable for any penalty.

NEW RENTER

In accordance with Bylaw 2019-06 “The Utility Bylaw” all utility accounts must be in the owner’s name. However, we are able to send a copy of the bill to the renter at the owner’s request.

GARBAGE DISPOSAL

ALL garbage pickup is on Tuesday. Garbage MUST be bagged (no loose garbage) inside an animal proof container, within garbage container with lid on tight. All garbage must meet criteria, or it will not be picked up. No more than 40 lbs. per bag. Max. of six bags. Where there is no back alley access the householder or business shall provide garbage cans placed at the street on garbage days and removed within 12 hours following pickup.

COMMERCIAL GARBAGE BINS:

Businesses are responsible for providing their own bin and multiple weekly pick ups are available. Please contact the Village office for more details (403-546-3888).

Linden Transfer site hours of operation:

Tuesday and Thursday–10:00 am to 6:00 pm and Saturday 9:00 am to 5:00 pm.

Torrington Rubble site hours of operation: Wednesday and Saturday–10:00 am to 6:00 pm.

RECYCLING

Drop off your old ink cartridges at the Village of Linden office for recycling. Two bins for cardboard recycling are located East of Mountain View Financial & one at the Tranfer Station. Used oil, oil containers & newspaper can be taken to the transfer site for recycling.

SEWER POLICY

Sewer Mains: The Village’s priority in dealing with sewer problems is the clearance of sewer mains. The Village will do an annual inspection of at least ¼ of all sewer mains. This will be done based on each year’s finances, human resources and availability of equipment.

Service Connections: The property owner is responsible for the service connection and for its maintenance and upgrading as necessary.

Trees and Roots: The Village recognizes that from time to time tree roots grow into sewer services and mains. The priority is to remove tree roots from the mains and the Village will do so per the sewer main portion of this policy. Secondly, the Village will assist property owners by clearing roots from service connections at a fee and as funding, manpower and resources allow. The fee for a service call may apply. The Village is actively removing Poplar Trees from their boulevards as finances and resources allow. Any property owner may at their own expense remove trees in front of their property providing they have informed the Village in writing of their intentions and have included written approval of adjacent owners.

SNOW REMOVAL

The owner or occupant of any premises abutting a sidewalk shall clear away any snow, ice, dirt or other obstruction from the front and flank of the abutting sidewalk within FORTY-EIGHT (48) HOURS after the time such snow, ice, dirt or other obstruction was deposited or formed on the sidewalk. The Village of Linden is hereby authorized to provide for the clearing of sidewalks adjoining the property of non-residents and all other persons who for 48 hours neglect to clear them. In the case of nonpayment by the owner or occupant of expenses incurred by the Village to undertake the clearing, the expenses will be charged against the property as a special assessment to be recovered in the same manner as with other taxes. To assist with snow removal, please do not park on the street after a snow fall.

UNSIGHTLY PREMISES BYLAW

Any property owner who permits the accumulation of building materials, other than in an enclosed building or structure, soil or any manner of earth, dirt, or stones, implements or vehicles, scrap iron, paper products, wood, or any other rubbish so as to cause an unsightly or untidy condition, a hazard or nuisance, shall upon written notice from the Chief Administrative Officer or their designate, remedy the condition within a fourteen (14) calendar day time period; and if the owner fails, neglects, or refuses to remedy the condition within the fourteen (14) calendar day time period, the Chief Administrative Officer or their designate may cause such work to be completed as deemed necessary to remedy the condition, with all costs incurred for same to be invoiced to the property owner.

TREES

1)The care, maintenance, and removal of any trees located on private property, shall be the responsibility of, and at the expense of, the registered owner of the property; 2) Any care, maintenance, or removal of trees located on Village property that is not scheduled or deemed necessary by the Village, shall be at the expense of the individual or business wanting the tree removed and may only be conducted with written permission from the Village of Linden; 3)The care, maintenance, and removal of any trees located on Village property, shall be the responsibility of, and at the expense of, the Village of Linden, as scheduled; 4) When a tree is removed from Village owned property, a tree will be planted either at the same location or at another location within the Village to replace the removed tree. The replacement tree shall be a minimum of 6 feet in height and be of a variety approved by the Administration of the Village. The replacement tree shall not be of the poplar variety.

DOG/CAT LICENSING

All dogs and cats over the age of 3 months must be licensed. Cost of a license for a dog is $40.00 that is unaltered; $20.00 for an altered dog. Cats are $25 for unaltered and $10 for altered cats. The licenses are for January 1st to December 31st of each year. You must renew the annual license on or before the first day when the Village of Linden office is open for business in February, in every year; any unlicensed by this date will be ticketed. You must obtain a dog or cat license within the first two weeks of purchasing, bringing into the Village or becoming in possession of any dog or cat, or in the first two weeks of becoming a new resident of the Village of Linden. The burden of proof that the dog or cat is not the property of the said owner shall rest upon the said owner. Tickets may be issued for a variety of infractions; you are responsible for your animal. Dogs must be kept on a leash at all times when off the owner’s property. No person shall keep or have more than a total of three Dogs, Vicious Dogs, Cats, or any combination thereof on any premises with a municipal address in the Village.

HAWKERS AND PEDDLERS

The Village requires that all door-to-door salespeople purchase a business license. If someone comes to your door, ask to see their license (Linden License Not Provincial). If they cannot produce one, call the Village Office immediately. Fee – $50.00 / year

RECOGNITION CERTIFICATES

The Village presents recognition certificates to individuals celebrating milestone birthdays or anniversaries. If you know of someone celebrating one of the above, please advise the Village Staff at least one week prior to the event.

DEVELOPMENT & BUILDING PERMITS

If you are planning to:    

Construct any type of building, regardless of size or use;

  1. Develop any property;
  2. Make additions/renovations to an existing structure;
  3. Erect a sign.

 

REMEMBER:

Contact the Village Office, as you will need a development/and or building permit plus inspection requirements information. There are some requirements that must be met, so allow plenty of time for approval.

Any development or construction that takes place before approval is granted, is done at the owners/developers own risk and may constitute a stop work order.

BUSINESS PERMITS

If you are planning to:

Start a business in the Village;

  1. Start a home business;
  2. Change the use of an existing business.

 

REMEMBER:

Contact the Village Office, as you will need a business permit form. There are some requirements that must be met, so allow plenty of time for approval. Permit fee is $25.00 per application fee. This is a one-time fee.
